Of course, as Tugwell admitted, the New Deal itself was just extrapolated from what Hoover had been doing. Hoover had even more of a "Keynesian" first (and only) term than FDR's first, judged in terms of deficit spending. Keynes's General Theory was more of a <a href="http://austrianeconomists.typepad.com/weblog/2009/06/this-sounds-about-right-macro-policy-is-more-or-less-determined-by-politics-rather-than-ideas.html" rel="nofollow">justification</a> for already popular policies than an inspiration for any.<br /><br />You'll note that North Korea does not have problems with restive masses.
