He is stopped by a private rent-a-cop security.
He is prevented from walking on the public beach and coming to the workers working on the public beach.
Why are these private security guards?
If the beach is not safe, the government officials - either police or military - should be enforcing the law.

You know very well and good whats happening to your country. Read up on the PMC cocksuckers who were employed to "police and evacuate" Louisiana during Katrina.
The workers probably signed waivers not to talk to anyone. A hot story circulating on tubes of the interweb is that martial law will be declared in the Gulf of BP and everyone living on the coast will be evacuated.
